The Validator Governance Model defines how validators are selected, how they operate, how decisions are made, how authority is distributed, and how accountability is enforced.
Without validator governance, the system would rely entirely on automated validation. That is insufficient for law, science, and ethics.
Without structure, validator power becomes arbitrary. That is also unacceptable.
