23. Implementation Roadmap and Milestones

This section provides the introductory context and foundational overview for this document.

23.1 Purpose of the Roadmap

The implementation roadmap translates the GILC framework into executable steps.

It defines how to move from design to deployment, from prototype to global infrastructure.

The roadmap must be realistic, staged, and measurable.


23.2 Phase Structure

Implementation proceeds in phases:

Phase 0 must produce a working system.

A milestone is a measurable achievement.
