36.1 Executive Layer

The Executive Layer provides institutional direction and operational leadership. It includes founding leadership, strategic governance, infrastructure strategy, account coordination, information architecture, and growth execution.

This layer is responsible for preserving coherence between GILC’s mission, public identity, operational planning, and deployment strategy.


36.2 Advisory Layer

The Advisory Layer provides intellectual, scientific, ethical, cultural, and technical depth.

It includes experts in mathematics, logic, physics, engineering, nuclear science, environmental monitoring, history, cultural studies, sustainability, and AI ethics.

This layer strengthens the review capacity and disciplinary seriousness of GILC.


36.3 Applications and Compliance Layer

The Applications and Compliance Layer supports legal execution, software implementation, compliance, cybersecurity, robotics, AI-related technical work, and operational administration.

This layer is responsible for helping translate the framework into deployable systems.


36.4 Governance Implication

The team structure reflects the larger GILC model.

GILC requires executive leadership, but it must not become founder-only governance. It requires advisors, but advisory authority must be clearly scoped. It requires technical execution, but technical implementation must remain subordinate to ethics, legal structure, validator governance, and public-benefit purpose.
