This document has defined GILC as a sovereign knowledge infrastructure for verified science, law, AI governance, institutional memory, and scroll-based digital civilization.

The immediate priority is not to expand language further. The immediate priority is execution:

  1. finalize the Canonical Reference Node;
  2. prepare legal templates;
  3. confirm team and advisory roles;
  4. build the validator certification pathway;
  5. prepare Phase 0 financing materials;
  6. identify pilot countries;
  7. publish the institutional whitepaper after legal and scientific review.

The next operational step is:

Whitepaper→Reference Node→Pilot Nodes→Phase I Deployment

This is the execution path from institutional theory to global infrastructure.
