Atlas Thesis
The institutional corpus layer organizes how the public theory spine is preserved, published, interpreted, and operationalized.
GILC, UKC, CodexStation, and KBI are not interchangeable names. They describe different layers of the same institutional architecture:

Definition
The institutional corpus layer is the public architecture through which the theory spine becomes preservable, navigable, reviewable, and operational.
It organizes:
- institutional identity,
- knowledge corpus continuity,

- source provenance,
- artifact registries,
- kernel-based workflows,
- reports,
- release packages,
- and boundary discipline.
This layer supports public interpretation and operational continuity, but it is not a substitute for independent review, legal analysis, regulatory approval, peer critique, or external validation.
