Constitutional Demarcation: A Research Fabric is a bounded epistemological architecture. Structural formulation, digital execution, and proof-assistant replay declare local invariants; they do not constitute unverified physical validation.
Research / Engineering Question
How can urban infrastructure and public-service obligations be represented as a governed lifecycle system rather than as disconnected capital projects, service databases and maintenance budgets?
Source Basis
The current project-media register describes ScrollCities as a constitutional urban-intelligence stack linking physical territory to public services and explicitly relating initial capital expenditure to ongoing operational maintenance.
No mature standalone canonical whitepaper was located in the current source pass, so the page remains at conceptual architecture status.
Architecture
- territory / asset registry;
- public-service map;
- infrastructure lifecycle state;
- capital and operating-cost linkage;
- institutional responsibility map;
- citizen/service interfaces;
- audit and provenance;
- planning and scenario layer.
Core Invariants
- every infrastructure asset has an accountable authority/owner;
- lifecycle cost must not disappear after initial construction;
- service obligations remain tied to physical and institutional scope;
- public data provenance remains visible;
- planning models remain distinct from enacted policy;
- citizen-facing automation cannot replace lawful public authority.
Evidence & Status
Current evidence is architectural and project-media level.
Public Status Boundary
ScrollCities is not currently presented as a deployed municipal operating system, legally binding urban constitution, validated infrastructure-finance model or demonstrated smart-city performance improvement.
Research / Implementation Path
- choose one bounded municipal service domain;
- map assets, authorities and lifecycle costs;
- define interoperable data schemas;
- model CapEx/OpEx obligations;
- pilot audit and planning functions;
- validate with municipal/legal/engineering stakeholders.
Publications & Primary Materials
No directly matched ScrollCities publication appears in the current Zenodo publication registry.
