1. Locking Rule & Verification Criteria

A DOI or Zenodo record identifier may be entered into the canonical corpus registry only when all ten fields have been manually inspected and cryptographically verified:

2. Verification State Machine

Until every requirement in the locking matrix is satisfied, the record is assigned the unverified state:
